Launched on October 29, 2025, to a hyped crowd of hundreds, it’s a game-changer that’s already got national buzz, courtesy of urban strategist Bruce Katz calling it the “New National Imperative.”
Let’s rewind for context: Hampton Roads hasn’t always been on the fast track. The early 2000s defense boom post-9/11 gave us a jolt, but the 2008 recession slammed the brakes. The 2010s? Old Dominion University’s State of the Region report nailed it as a “lost decade,” with sequestration cuts and economic drags leaving us sidelined. Then COVID hit, testing every corner of our economy. But here’s the pivot: Out of those setbacks, a resilient, innovation-fueled era has emerged. We’re talking national security tech, supply chain reshoring, critical minerals, and advanced manufacturing—trends that play straight to our strengths. With 19 military installations, the world’s largest naval base, NASA’s Langley Research Center, the Port of Virginia (handling 3.2 million TEUs annually), and a talent pipeline of 25,000 college grads plus 15,000 service members yearly, we’re primed to lead.
The Playbook, a collaborative effort funded by the Hampton Roads Alliance, Workforce Council, and GO Virginia, flips the script from chasing one-off companies to building thriving ecosystems. At its heart? The DEAL framework:
- Defense: Our backbone, with over $15 billion in annual DoD contracts. Think dual-use tech spilling into civilian innovations—like AI for cyber defense or advanced materials from shipbuilding.
- Energy: Leading the charge with the nation’s largest offshore wind project (Coastal Virginia Offshore Wind, 2.6 gigawatts powering 650,000 homes). Entrepreneurs, this means gigs in clean tech, nuclear innovation, and resilient grids.
- Aerospace: From NASA Langley’s moonshot legacy to modern uncrewed systems at Wallops Island. Startups in drones, advanced air mobility, and autonomy? This is your launchpad.
- Logistics: The Port ties it all together, enabling seamless supply chains for everything from naval gear to wind turbines. Innovators in automation and smart logistics will thrive here.
But it’s not just sectors—cross-cutting drivers like workforce development, innovation & tech, sites & infrastructure, and supply chains supercharge growth. Imagine 895,000 workers, federal labs pumping R&D millions, shovel-ready sites, and a supplier network ripe for reshoring. Eight flagship projects are already in motion, like the NEXUS hub for uncrewed systems (creating 2,500–4,000 jobs), the 757 Collab Defense Technology Accelerator for scaling startups into DoD contracts, and the Secure Energy Future Center turning energy challenges into commercial breakthroughs.
