Organized by the Downtown Norfolk Council (DNC)—a nonprofit powerhouse dedicated to building a vibrant, prosperous downtown—the festival has sparked economic booms, from boosting local businesses to attracting talent and investment. DNC’s efforts, including managing a 50-block improvement district that keeps things safe, spotless, and buzzing, have turned the NEON District into a hotspot where grassroots creators meet big opportunities. Over the years, it’s hosted everything from mural marathons to pop-up markets, fostering collaborations that have launched startups, amplified diverse voices, and driven innovation in fields like digital media, fashion tech, and experiential design. For the 10th anniversary, presented by Arts Alliance and PRA Group, DNC has curated a killer lineup of over 15 local producers, selected through a public RFP and backed by programming grants. On Friday, October 17, from 6 p.m. to 10 p.m., hit the streets for free activations across Granby Street, the Plot, Magazine Lane, the Cofer Lot, Zeke’s NFK, Eleanor’s Bookstore, and more.
